UPVFI – RISE project holds training on grassroots participatory budgeting in Gigantes, Carles, Iloilo
UP Visayas Foundation, Incorporated (UPVFI) – RISE (Bangon) Gigantes Project: Rehabilitation for Island Sustainability and Empowerment recently conducted the Training on Grassroots Participatory Budgeting (GPB), formerly known as the Bottom-up Budgeting (BuB) in Barangays Asluman and Granada, Gigantes Norte, Carles, Iloilo. The training was held in cooperation with Iloilo Caucus of Development NGOs (ICODE) on 25 – 26 May 2015 at Arjan’s Beach Resort, Barangay Granada.
Members of the Barangay Council, BDRRMC, Barangay Health Workers, and sectoral representatives from women, elderly, youth, and fisher folks participated in the training. It was aimed to equip the participants with knowledge, skills, and attitude that will enhance their competencies to do effective local poverty reduction action planning. The training also emphasized policy guidelines, procedures, and processes and duties and responsibilities of the different stakeholders.
Prof. Josephine T. Firmase, faculty member of the Division of Social Sciences, College of Arts and Sciences, UP Visayas highlighted in her presentation the importance of participatory process in local governance particularly in planning and budgeting. Ms. Faye Joy Pabiona, Project Manager of ICODE, and Mr. Marianito Ramirez, Jr., University Extension Associate of UPV-RISE project, discussed about Responsive Participatory Local Governance. Mr. Emmanuel Areño, Executive Director of ICODE, presented the salient features, tools, and processes of GPB. He also underscored the importance of citizen engagement in the budget process through the topic “CSO Strengthening for Inclusive Community-driven Poverty Reduction Planning and Development”.
Meanwhile, Mr. Romel Marcelino, President of Barangay Barosbos Mananagat Association (BBMA), Carles,Iloilo, also shared his experiences on civil society organizations (CSO) engagement in GPB.
“Dako gid nga bagay nga naka-attend kita sa sini nga seminar. Ang klaro nga pag-plano sa pang-himaryo subong lang namon nahibaluan kag nabatian. Madamo gid nga salamat sa mga taga – UPVFI kag ICODE,” said Roberto Pestaño, Barangay Kagawad of Granada.
Grassroots Participatory Budgeting (GPB) is an approach in preparing the budget proposal of different national government agencies, taking into consideration the development needs of municipalities as identified in their respective local poverty reduction action plans that shall be formulated with strong participation of basic sector organizations and other civil society organizations.
The training on GPB is part of the capability-building component of UPVFI-RISE (Bangon) Gigantes Project to further enhance the capacities of communities in Gigantes Island in the access and control of resources.
Prof. Jorge S. Ebay, director of Center for West Visayan Studies, CAS, UP Visayas, heads the project.
